The World Forum on Energy Regulation (WFER) is the leading international conference on energy regulation, held only once every three years. Key energy industry players, high-level policymakers, academics and regulators from all over the world gather here to engage in strategic and meaningful conversations.

Discussions on regulatory frameworks and best practices are led under the framework of the International Confederation of Energy Regulators (ICER).

Welcome to Peru

We would like to convey our gratitude for the opportunity to be candidates as both country and organization to host the eighth World Forum on Energy Regulation (WFER VIII) in 2021. We thank the 33 national and international institutions that have expressed their support to us. It is the most important event in the field of energy regulation and we would be honored to welcome you to the first edition to be held in South America, the region with the most renewable energy potential in the world.

With agility, adequate policies and independent regulation, we have been able to anticipate issues and meet the energy demands of our growing economy in a way that is inclusive and sustainable. We believe this is a success case in energy regulation of adapting to the needs of an evolving market and would like to share our experiences as we learn together. Our heritage, natural wealth, and recent achievements make Peru and the city of Lima an excellent venue for the next edition of the Forum.

Our country of immeasurable cultural wealth, tradition and natural beauty is located on the western coast of South America. Peru is home to a population of 30 million, In spite of its relatively small size, Peru is a country of very complex and diverse geography. It features three distinct regions: the coast, the Andes and the Amazon rainforest.

The great variety of archeological treasures of Peru bear witness to the amazing development of the people of its ancient cultures in areas as diverse as metalwork, agriculture, architecture, textile art and the artistic and utilitarian ceramic production. At present, Peru is taking advantage of its natural resource wealth to further integrate into the world economy, attract investment, expand trade and advance technologically. Over the past decade, Peru has been one of the fastest growing economies of the Latin American region.

The year 2021 marks country’s Bicentennial of Independence, a celebration of achievements for which Peru has set very ambitious goals. Our country is in the midst of an important transition with respect to how we understand and relate to our use of energy. As we continue on the path building our clean energy and renewables capacity, technological advances pose challenges and opportunities that will require bold and creative thinking.

At OSINERGMIN, we believe Peru to be a reference in regulatory matters because of its great results. In the last decade, electricity generation has doubled and natural gas production has increased fivefold. The gap in access to energy services between rural and urban sectors has decreased significantly from 66.2% in 2000, to just 20% in 2016.

OSINERGMIN has been an autonomous institution for the past 20 years. It has a high degree of independence in decisionmaking, budget use, and follows best practices with respect to transparency and accountability.

The WFER has yet to take place in South America, an attractive region with some of the greatest opportunities for the world's energy sector. We believe Peru reinforces the international spirit and prestige of the Forum in various aspects. In addition to our impressive pre-Columbian cultural heritage, our country is privileged to hold a wealth of natural resources and ecosystems that permit us to envision a future for clean, sustainable, natural energy. We would like to realize Peru’s potential, collaborate and learn together from experience.

Osinergmin

OSINERGMIN is an independent regulation agency known for its efficiency and the technical abilities of its collaborators.

OSINERGMIN participates actively in international organizations related to energy. It has organized two events of the ARIAE (Ibero-American Association for Energy Regulators), the organization’s Annual Meeting and its General Assembly. And, it has also hosted three editions of the Global Energy Forum, an academic event that has positioned its relevance in the national energy sector.

In addition to, Peru has recently hosted the 2016 APEC Summit, during which more tan 15,000 delegates participated in over 160 technical and specialized meetings. In 2014, the country and the city of Lima hosted the 20th COP, receiving over 121,000 high-level representatives of 195 countries in one of the world’s most important global summits on climate change.
